Seems as though a close stand would not need a sign, as it is clearly quite near to a given person, and they could tell that the stand was, in fact, close.

Perhaps the sign is there to indicate that the stand will remain close for the forseeable future, that is, until further notice.

Then again, maybe I'm putting too much thought into this particular sign...

I figured they were going to move the stand to a little more beneficial place as it's in the middle of nowhere where it stands now.
